portfolio-epics feature configurability

A bit of configurability to the new portfolio-epics feature:

  • Detect if sub-epics already exist. If so, create link only, do not create new copies
  • Configurable search direction for link (depending on use case, could be inwards of outwards)
  • Configuration option to enable direction swap, if link in destination is logically opposite of what source has
