Retry "Check For Alerts" activity

Sometimes it may happen that "Check For Alerts" activity can fail for whatever reason. This will fail the whole pipeline and extend the whole execution by another 10 minutes (current timeout). Idea is to change the timeout down to 30 seconds and (if fails) retry the activity up to 3 times (should be enough).
