Going to close this PR since it's against the old taskcluster config.

I think the recent [changes to mozangle](https://github.com/servo/mozangle/pull/58) may have fixed this issue. At least Windows build times are more in line with other platforms. Here's a recent CI run: ...

Closing this as media is currently disabled on Android and when it's enabled again we'll create new binaries.

@Arnav2824 There's already a PR open for this issue at #15825.

Thanks for all the work on this change and apologies for letting it sit so long. A lot of the investigation has gone into #30323. That PR has landed now.

This issue was almost certainly opened about the old layout system (`--legacy-layout`). It's true that tables are in progress for the new layout system. Likely once tables are more complete...

This is superseded by #29698.
