'opencv_createsamples' is not recognized as an internal or external command on perl's portableshell image

According to the offical document Cascade Classifier Training: Createsamples and traincascade are disabled since OpenCV 4.0. Consider using these apps for training from 3.4 branch for Cascade Classifier. Model format is the same between 3.4 and 4.x.
