quality env vriable not working

I've got a v2 and a pan v3 running in relay mode with limited bandwidth. Trying to reduce the bitrate, using the syntax QUALITY_CAM_NAME=HD120 from the docs. But no matter what i specify, it pulls HD180.

Am i missing anything obvious? And yes, no spaces in the cam name, and all uppercase. My cam names are DAD1, and DAD2.
