Could someone explain how the filename version revving works please?

I am sorry this is not an issue with the code but I am struggling to find out how the 'build' task managed to force the browser to reload all the JavaScript and CSS files each time you run it? It does it perfectly but I couldn't find out how (I already looked through the .htaccess file but it only says "if you are not using the build script, then consider cachebusting") .

I have used cachebusting before but this is all over my head =.=

Any help would be really appreciated!
