Allow power lines to work outside of loaded chunks

Currently, building long range power lines cannot work due to each cable needing to be loaded.. Which is fair for power sources, but for cables it's a real shame.

So I wonder if it is possible to have cables work outside of loaded chunks... Seems unlikely but Trains do traverse unloaded chunks-
