Make the Wrench Able to Vertically Rotate the Redstone Relay

Currently you can only rotate the redstone relay with a wrench when it's horizontal, not stuck to a vertical surface, which is quite annoying when trying to connect redstone that is also vertical. I assume this an oversight so I put this into suggestions, if this is a bug then change the tag.
