database backend for access.conf

For situations involving multiple users, a database back-end instead of the flat access.conf file could be very useful. The most obvious downside is the performance penalty. The performance hit might be severe enough to make this feature useless, so investigation is needed.

The advantages would be the ability to change access.conf values on the fly, and easier integration with an administration utility.
