remember-window-position doesn't work while using gpu-api=vulkan

Describe the bug

When gpu-api = vulkan is used, mpv.net doesn't move the newly opened window (dual monitor setup) to the correct position, and always opens it centered based on current mouse cursor location.

To Reproduce

Steps to reproduce the behavior:

1. Fresh clean download of mpv.net.
2. Place remember-window-position = yes in mpvnet.conf and gpu-api = vulkan in mpv.conf.
3. Open any video in mpv.net and close it.
4. Launch mpvnet.exe and either move your mouse very quickly to a different screen before it launches, or use anything that will slightly delay it. Opening streams with streamlink for example.

Expected behavior

remember-window-position should work the same as in different gpu-api= settings, rather than opening a centered window based on mouse cursor position.
