Normalize DOS 8.3-style paths on Windows
Expected behavior of the wanted feature
normalize-path should expand DOS short paths, e.g. C:\Users\eva\DOWNLO~1\830D5A~1.MP4 -> C:\Users\eva\Downloads\830d5afc5204b1a1789c00556d763620e0e2e519b39c9a01845f1605ed74cabc.mp4
This would be nice for watch-later and bookmarking scripts.
