Upgrade pyasn1 0.5.0 release

pyasn1 0.5.0 was released on Friday https://github.com/pyasn1/pyasn1/pull/27. It's basically the same as 0.5.0.rc2 which we used in our project. It should be safe to upgrade the version.

I'm talking about this line specifically https://github.com/mpdavis/python-jose/blob/96474ecfb6ad3ce16f41b0814ab5126d58725e2a/setup.cfg#L38
