-add appveyor config for VM with VS2017

@mpcabd Rebased to current master. There is no official appveyor image available for VS2019.

VS2019 is available as appveyor VM, see https://www.appveyor.com/docs/windows-images-software/#visual-studio-2019

@mpcabd https://github.com/mpcabd/PyNPP/releases/tag/v1.2.1-1 is needed as zip package to be used by N++ pluginAdmin system. The latest available version is just https://github.com/mpcabd/PyNPP/releases/download/v1.2/PyNPP.dll.zip for x86 32bit.
