ODA File Converter has issues with non-ASCII characters in filenames on Windows

I just noticed that the ODA file converter has some problems with non-ASCII characters in filenames on Windows. The conversion of DWG/DXF fails if the filename contains the German "ß" but other non-ASCII characters like the "ö" are OK.
