Set up localization for user sentiment survey.

After being built, we should ensure that strings are appropriately extracted and localized. Pulse should then be added to Pontoon.

Where is the survey going to live? What's the format of the strings?

@flodolo It's going to be bundled in a Test Pilot experiment; it will be a regular HTML page in a WebExtension, so the strings will likely live in an FTL file. Hopefully should be ready to set up the pipeline some time next week.
