Invalidate cloudfront cache after successful upload

We may deploy new versions of the probe-info-service files, but clients may not see them for up to a day because of the cloudfront cache.

We'd prefer to use the cache for as long as possible, but don't want to serve stale files. We should invalidate the caches from the probe-scraper once we know there's a new version.
