Notifications menu in translate view shows a maximum of 7 notifications

We show a maximum of 7 notifications in the notifications menu, unless there are more unread notifications. In this case we show all unread notifications, regardless of the number.

That doesn't work as described in the translate view's implementation of the notifications menu, where we always enforce a limit of 7 notifications shown.
