Stop sending emails to disabled users

I disabled a user recently (ZkjIDcWaLuldK6itQg6VNOfMQUI), since they tied their email to a CMS desk with automated replies.

Apparently we keep sending onboarding emails even if the user is disabled.

We should also check if we're sending other emails, e.g. notifications.
