Redesign string filters and search options

String filters and search options are currently split into two panels, which takes a while to discover and get used to. Additionally, the filters panel has its own set of issues (e.g. https://github.com/mozilla/pontoon/issues/2074, https://github.com/mozilla/pontoon/issues/2182, https://github.com/mozilla/pontoon/issues/3037, https://github.com/mozilla/pontoon/issues/3150).

We should explore the option of creating a single panel, potentially spanning the entire page width.

We could also try moving the search box to the header and integrating the resource selector into the panel, while making the most frequently used status filters always visible (as part of the progress bar).
