Messaging center: it should be possible to target managers and translators for a project

Currently, selecting a project (e.g. Mozilla VPN) and the manager/translator roles will send a notification to all managers and translators (because locales are all selected).

It should be possible to target manager/translator roles in a project, without having to manually set the list of locales.
