Send notification upon user receiving new badge

Offshoot from #3396

From discussions with the team, we decided it would be nice to have an animation play on the user's screen when they are awarded a badge, rather than just a simple notification or banner.

Due to the added complexity, it's probably better to tackle the notifications in a separate issue.
