Translation Memory requests take longer than Machine Translation requests

We should bring (internal) translation memory request times at least on par with (external) machine translation request times.

Possible action items:

• Consider using indexes in the TranslationMemoryEntry table.
• Consider normalizing additional fields in the TranslationMemoryEntry table.
• Cache TM requests.
