Global Insights page: truncated legend on graph

Looks like the tooltip can be truncated when particularly tall.

PRed an improvement for this in #3009.

The right fix is to build a custom tooltip (same as we do for legends). Before doing so, we might want to reconsider the chart choice. Having so many lines on one chart (and more in the future) raises some UX concerns.
