Pretranslation not performed on new files in projects using project configuration

Not sure if that's the cause, but spotted this in two projects (mozilla.org, Relay Website) and two locales (cy, es-AR): new strings are added to projects, but pretranslation is not performed as it should.

We drop the ball on this. I think the investigation showed the problem was related to new files, not necesarily project configurations? Or was it both?

It needs to be a combination - new files in projects that use l10n config files don't get pretranslated.

The immediate problem was fixed by manually performing Pretranslation, which remains a workaround.

I plan to get back to this issue after PT Monitoring lands.

We hit this one again for mozilla.org. It would be great to take a look, now that we're adding more locales and projects.
