Allow to read notifications one by one, or mark notifications as unread

Currently when clicking the notification bell, all notifications are marked as read. I would like to be able to keep some of the notifications in unread state as a reminder for later (close deadline, big update I want to check, a bunch of new strings I want to offer a contributor to work on, etc.).

This also applies to the all notications page of course.

I think I'm leaning towards keeping the current behaviour of automatically marking noifications as read and adding the "Mark as read/unread" option. It seems like users would only manually interfere with a fraction of notifications.
