If change happens on both ends, VCS wins

If a translation is changed in both, VCS and Pontoon between two sync cycles, VCS translation should be impored into Pontoon and translation submitted via Pontoon should be degraded to a suggestion.

Not sure if it shouldn't be vice versa. If VCS wins, there will be no indication in its history about the attempt from Pontoon to translate the string. If Pontoon overwrites the translation submitted manually to VCS, it will be visible in the commit history.

On the other hand, repository is the true, not Pontoon, which is comment #0.

Currently, Pontoon wins in this case.
