[Enhancement] We should add a permanent empty row at the end of the note to better separate the content from Sync bar

[Prerequisites]:

• Have the latest Notes Desktop installed on a new profile

[Steps to reproduce]:

1. Open the browser with the profile from prerequisites.
2. Open Notes in sidebar if not already opened.
3. Chose to create a new note.
4. Enter or copy a large chunk of text that will fill the entire visible empty space of a note.
5. Observe how the last text row is displayed in the designed space.

[Expected result]:

• There is always an empty row between the sync bar and the latest text row to somehow show that you can still write.

[Actual result]:

• There is only a tiny space between the sync bar and the latest text row that looks like you have reached the maximum allowed space.
