[Android] The scrollbar is not displayed in the Note view

[Affected Platforms]:

• Android 8.0.0 (Pixel One)
• Android 8.0.0 (Samsung S8)
• Android 6.0 (Huawei P8 Lite)

[Prerequisites]:

• Have the latest version of the "Firefox Notes" application (Notes Android - 1.0.3 RC6) installed on the device.
• Have a note that contains more text than can be fit in a single mobile view.

[Steps to reproduce]:

1. Open the App and log in if needed.
2. Open the note from prerequisites.
3. Scroll the text and observe the right side of the sidebar.

[Expected result]:

• The scrollbar is displayed.

[Actual result]:

• The scrollbar is not displayed.

[Notes]:

• The scrollbar is displayed if the app is in List view.
