Email notifications for publishing

We've talked about setting up email notifications for things like recipes that need approval, etc. Relud had an interesting request this morning. Email notifications only for recipes that get published. This would be for a new recipe going live or a change to an existing recipe (sample, locale, etc) that goes live.

That way people that are not on the core Shield team could follow along with the deployments and get a sense of everything going live in a low investment way.

we are emailing the requesting teams when experiments go "Live" - based on the API updates or have scheduled changes.

today there are only 3 people for target audience - so pretty low priority - but we WANT to get to more people someday.
