Trigger automatic reruns for active experiments using outcomes

When merging a experiment configuration file change in jetstream-config, Ci will automatically trigger a rerun for the affected experiments. When making changes to outcomes reruns need to be triggered manually. It would be convenient to rerun analyses for experiments that use outcomes when their configuration changes. We'd want to avoid re-running historic experiments, so re-running experiments that are currently active or have ended in the last 30 days could make sense here
