Audio/Video comes in too loudly and volume settings don't carry over after refresh

When I am in a space and someone spawns a video, it starts playing loudly. I would like to be able to:

set the starting volume of all the media
control the "global volume" of all the media which scales the overall volume
keep these settings between browser refreshes

This includes the ability to set media to be muted by default, since I could set the starting volume to 0 or drag the global volume of the media to 0.

@johnshaughnessy - is this mainly addressed with the new preferences for media volume in the rooms?
