Deploy generated javadocs alongside other documentation

It would be useful to have generated api documentation when working across projects (in particular knowing the interafaces for the ingestion-core stuff). There's a maven javadoc plugin that can be used to automate building of it. I think we should be able to link to it from the main documentation as a subdirectory.
