Split "Population %" into something that accommodates exposure events as well

Right now, there's no place to say what proportion of enrolled clients are expected to see exposure events:

Expected enrolled clients	8,500,000	Population %	10.0%

I think we should split these numbers to be more clear about enrollment vs. exposure, and to give a space to think through the expected exposure rate.
