Swap Branches and Audience pages order in the sidebar

We want to try to guarantee that we have channel and versions by the time that users are configuring their features on the Branches page so that we can pass these values on to get FML errors for feature configs on the Branches page.

The current order of the pages has the user entering channel, min version, and max version on the Audience page, which comes after the Branches page:

If we swap the order, that will give us a better chance that the user will have filled in those fields by the time they get to the Branches page.

I don’t see any downside to making this swap (other than slight consternation from users), but we will circle up with [~accountid:60482e9303ceda0069a0b5d0] before making this decision.

Regardless of this switch, we will want to implement some warnings for users so that they are aware what channel/versions the FML linting errors are referring to.
