Slider to change population size

Create UI so that we can easily change the population size.

• Do we want a slider? What will the scale be (only allow to increment by 5s or 10s)? Can we suggest increasing by a specific amount (based on the last population increase from changelog)?
• Do we need special helper text for rollouts?
