[Enhancement] Consider adding the ability to target specific policies using Nimbus

As a user, I would like to be able to target a more suitable pool of users for different Experiments or Rollout. At this point, we can only target users that have any one policy set.

I believe this is regarding the Group Policies feature that we support both in the Browser and with some Nimbus targeting.

I've reach out to @Martin-Robert and the idea behind this enhancement is that we could be more proactive in supporting Group Policies as targeting parameters in our default Nimbus experiment creation. This could be as reduced as having a drop-down similar to the Locales/Region one and the options available to be all the ones from the repo I linked above as well as a none and all option. Or at the very minimum we could only have the none/all option if that would be easier to implement.

The reasoning behind this is that we've had a number of experiments that wanted to filter out clients using Group Policies.
