Make Phabricator notify authors on build errors

If we fail the Phabricator build on build errors, Phabricator will send a notification to the author. This way we don't have to use Taskcluster to send emails.

Phabricator Emails will notify if a comment is published on the Phabricator revision (such as for lint errors), but emails aren't going out for "buildable" failures, no 😔
