Add a visual clue that a review is a developer reply

In the rating feedback form, we can either submit feedback about a user review OR a developer reply. Currently, the only difference (visually speaking) is that user reviews have "rating stars" and developer replies do not (see screenshots below). This issue is about determining whether we need to do more than that.
