Hi,
I can't reproduce with my Firefox Nightly and Release on Linux. What window size are you seeing this on, and with which version of Firefox & OS ?
The value is currently set to scroll. This makes any browser following the CSS specs display a disabled scrollbar. Changing it to auto keeps it hidden unless the content overflows. See https://www.w3.org/TR/css-overflow-3/#valdef-overflow-scroll.
I don't know why it is behaving differently for you on Linux.

I wonder if that was intentional to avoid potential content jumping around as the page is loading...
I could not reproduce this on any platform on stage or prod. I do see overflow-x: auto, and with something similar on AMO dev I don't see problems.
