[Task]: Create runbook of basic tasks for testing purposes

Description

We need docs about how to do basic tasks like submitting and approving a listed version, etc. Doesn't need to be comprehensive at the beginning, we can fill it up as we write more PRs.

We should ask QA to see if they have a starting point we can build upon.

  - [ ] Decide where should it live (addons-server/addons-frontend repos ? addons repos ? other ?)
  - [ ] Add basic skeleton for runbook

PR that would have benefited from an existing runbook. We could have had a runbook for setting up local environment with a cindertoken.
