[Task]: Add mechanism allowing Operations to mass-disable all langpacks for a particular version

Description

As an admin, I want to be able to yank a specific langpack release, for all languages. This should prompt for a version string, find all langpacks versions in all languages matching that version string, and disable them.

Acceptance Criteria

  ### Acceptance Criteria
  - [ ] It should be possible for superadmins to disable all langpack versions for a particular version string like `126.0.20240526.221752` through some admin tool
  - [ ] It should only be available to superadmins
  - [ ] It should log what happened through `ActivityLog`, linking to the add-on and version
