Allow up to 75 chars for the `name` manifest prop

It looks like AMO can store up to 50 chars while the linter currently restricts the name to 50 chars maximum. Let's allow 50 chars in the linter. Let's also investigate https://github.com/mozilla/addons-linter/issues/4910 while we are at it.

Following discussions today with the WebExtensions team, AMO and product, we decided to increase the limit to 75.
