Add link to additional docs related to limitations in the MV3 implementation on Firefox for Android

In #5105 we are adding a new warning expected to be reported on MV3 extensions targeting Firefox for Android as part of the work for #5104.

We are considering removing from #5105 the temporary placeholder for a shorted url (meant to point to the user a documentation page providing more details and guidance about how to deal with these limitations) and to add it back as a separate followup pull request, tracked by this separate followup issue.
