Show a summary of all comments in compare mode

While viewing a version diff, commenting on file diffs, and before submitting comments to the developer (https://github.com/mozilla/addons-code-manager/issues/114), the reviewer needs to see a summary of comments. This could be a bar at the top with some navigation to let the user go back and edit comments if necessary.

This can share UI components with https://github.com/mozilla/addons-code-manager/issues/995
