Adds deploy process for custom Spoke Clients

This PR adds a deploy.js file and the associated packages as well as adds documentation on how to copy a credential file over from a Hubs Cloud logged in client.

Based on a deploy script @robertlong wrote long ago.

This is a neat addition and was helpful to us. On a self-hosted Hubs it seemed to cause some issues where the ITA service could not copy over the files as expected. Hoping to solve that.
