Provide ds-swig prebuilts or build integration for master

After moving to newer version of SWIG code breaks as shows in #3633

A good fix is either:

  • provide a set of prebuilt swig out of github actions
  • add make target to build swig from source

This is good first bug but for someone at east with building stuff
