Windows 10: installing electron example or node example hangs while retrying download of corrupted tarball data.

when running npm install, on any of the nodejs or electron examples in Windows 10 (21H1), it's consistiently hanging with the message: npm WARN tarball tarball data for [email protected] (sha512-jqU+NbXVZnS+okMgoiOhJz22RaHSmvIjmHaRu7IZ0xBDQbcqNGff4GXk4a5etfSXm3bXddRtBlfFr5KyQExjbw==) seems to be corrupted. Trying one more time.

It never seems to progress beyond this stage, and there's no significant network activity in task manager, so I don't think it's just taking a long time to download.
