Auto-populate db with collections and first 100 slots for owned collections

We want to auto-populate the postgres db with the defined Firefox owned collections. Additionally, we want to secure the first 100 slots in collections for owned collections. This has simplified db development for MySQL and spanner and we want this landed before having to write an extra migration for it.
