Configure/bootstrap a dev environment

Work with the MozCloud team to initialize a new deployment/chart. For the sake of the foxfooding milestone, this will point to Cloud Spanner/MySQL for Tokenserver – it’ll eventually move to Postgres when support for it is completed.
