Migrate to Github Action for Docker Image Build and Deploy

MozCloud is planning to deprecate DockerHub support; see https://mozilla-hub.atlassian.net/wiki/spaces/SRE/pages/1676935173/Standards+Container+Images#Artifact-Storage and https://mozilla-hub.atlassian.net/browse/MZCLD-1004 . We should migrate to Github Action to build and deploy our docker images. Perhaps specifically this action: https://github.com/mozilla-it/deploy-actions/?tab=readme-ov-file .

In addition to migrating the existing images, we should a) build and deploy an image of Python utils for Postgres support, or B) include the Postgres Python utils in the same image as the Spanner utils (and re-name the image accordingly).
